客户端ByLongGuoqiang,Re,2008Chinasprocessingtrade,whichwasinitiatedin1979,nowaccountsforhalfofthecountryngandupgradingofprocessingtrade,,itisofmajorpracticalsignificancetosummarizethehistoricalexperienceindevelopingprocessingtradeandtoconsiderthedirectionofandpolicyonthefuturerestructuringandupgradingofprocessingtradeatatisOpening-upStrategyAfterChinabeganreformandopeningup,itadjusteditseconomicdevelopmentstrategy,switchingfromthe"importsubstitution"strategyundertheplannedeconomytothestrategyof"combiningimportsubstitutionwithexportorientation".Inotherwords,thecapitalandtechnology-intensivesectorswouldcontinuetopursuetheimportsubstitutionstrategy,whiexchangesfortheimportsubstitutionsectorstoimporttechnologies,,thecoregoalofChina"earningforeignexchangesthroughexport",China,thegovernmentadopteddiversemeasurestoencourageexport-orientedprojects,suchasestablishingspecialeconomiczones,improvinginfrastructure,offeringpreferentialta,itsetperformancerequirementsfortheforeign-investedprojects,mainlyconcerninglocalcontents,,itcuttheincometaxbyhalffortheexport-orientedenterprises(whoseexportexceeded70%ofitsoutputvalue).OneoensiveindustriesinJapanandotherEastAsianemergenteconomieswerelooki"massimportsandmassexports".TheymustimporttheirrawmaterialsandsparepainvestedprojectsbecameakeyfactorforwhetherChinacouldseizetheoppor,Chinasimportsubstitutionsectorsst,hightariffsandothertradebarriersobstrueensurethelow-costoperationsinChinaoftheexport-orientedforeign-investedprojectsTheChinesegovernmentintroducedapolicyonprocessingtrade,whichmeanttherawmaterialsandsparepartsimportedbyenterprisesforexport-orientedprocessingwereexemptfromtheimportdutiesandimporttaxes(theyweremainlytheproducttaxbefore1994andthevalue-addedtaxandconsumptiontaxlateron).ThispolicyeliminatedtheobstructionofChinashightariesticindustries,thedepartmentsinchargeofcustoms,inspectionandquarantinealsoconstantlyimprovedtheirregulations,greatlyfaci,,Chinahasbeenthelargestforeigninvestmentattractoramongthedevelopingcountriesintheworld,withit,,71%,Chinaimposedvar,mostoftheforeigninvestmentsinChina%,ChinacouldnothavebeensosuccesssprocessingtradehasplayedtangiblerolesindevelopingChina,theindustrializationandeconomicdevelopmentofdevelopingcountriesisrestrictedbylowexportcompetitiveness,whichresultedfromlowcomp,Chinahasisesintechnology,management,equipment,marketingchannelsandbrandswiththecountrysadvantagesinlabor,landcostandinfrastructure,ChinaturneditselfrsexportandbecomethemostimportantformofChinasForeignTrade(2007)ByYuBaopingResearchReportNo201,2006WeundertooksomesurveysonresearchofruralareasinBijiePrefectureofGuizhouProvincefromApril19-27,2006,whichcoveredboththecityofBijieandthethreecountiesofDafang,ideasabouthowtoalle:development-basedpovertyalleviation,,theprefecturesinfrastructurefacilitieshavebeenconstantlyimproved,itspovertyalleviation-orienteddevelopmenthasbeeneffectivelypushedforward,itsurbanandruraleconomieshavebeendevelopinginac,,theprefecture,,,472,200tons,,225yuan,,876yuan,,,,nearly600,000remainpoor,,Bij,theprefecturestillhasaformidabletaskforpovertyalleviationandstillhastoworkhardifitistobasicallymoveoutofpovertyandreachthecountryaregionisstillplaguedbypovertydespiteyearsofhardworkinpovertyalleviation,themainfactoristhedisharmonybetweenmanandnatureintheregion,inadditiontotheinnateoracquire,thelocalnaturalandecolospoverty-strickenpopulationdroppedto28millionpeople,1,asolutiontothesetwocategoriesofpovertyistantamounttoabasicsolutiontoChina,80percentofthenationally-designatedpoverty-strickencountiesarelocatedinsixregions:thewinderosionanddesertificationareasonthesoutheastvergeoftheMongolianPlateau,theareasoftheLoessPlateausufferingseriousgullysoilerosion,theareasoftheQinlingandDabaMountains,thehillyareasofthesouthwestKarstPlateau,thealpinevalleysoftheHengduanMountains,,thenationalpopulationdensitywasabout136personspersquarekilometer,whileinBijiePrefectureitwasashighasmorethan270p,iventoensurethatnomoredamagewillbedonetotheecologlerespoverty-alleviationeffortsinthepastweremainlymadethrough"relief-basedpovertyalleviation"and"development-basedpovertyalleviation".Intheecologicallyfragileregions,however,resourcedevelopmentmaynotbeanoptimumortheonlyapproachforthngfarmlandtoforestry,thepopulationoverbur,ecologicalresettlementor"resettlement-basedpovertyalleviation",itisimperativetostudyaseriesofissuesandconductnecessaryexperiments,thetopprioritynowist1998floodresultingfromtheYangtzeRivermadeusrealizehowseriousourcountry,peasantsforeightyearsiftheirfarmlandwasreturnedtoecologicalforestry,fiveyearsiftheirfarmlandwasreturnedtoc,thebuildingofecologicalforestswasthemostimportantandmostcrucialportionoftheproject,,itisthetimenowtoreconsiderwhethercompensationshouldbestoppedoranewpolicyshouldbepromulgated.LinZeyanLiuLihuiStandardsforidentifyingsci-techinnovationteamsareasigionofidentification,selection,sponsoring,nofsci-techinnovationactivitiesandasignificantmeasureformanagingsci-techinnovation,itisnotonlyrelatedtotheevaluationofindividualsci-techinnovationteams,butisalsoconnectedwiththeconstructionofsci-,inlinewiththetrendofsci-techdevelopment,teamswork-basedscientificinnovationhasbecomethemainstreamofsci-techresearchin,theevaluation,identificationandcultivationofsci-techinnovationteams,,explorationoffeatures,managementmechanismanvationtoteamsinnovation,formulatecriteriaforidentifyingsci-techinnovationteamsthroughpositivestudy,andputforwardpoliciesandrecommendationswithrespecttoidentification,establishment,sSci-techinnovationteamscanbedefinedas"asci-techresearchgroupconsistingofteamsleadersandacertainnumberofsci-techpersonnel,inwhichallmembersmakecreativeachievementswithindependentintellectualrightsthroughlabordivisionandcooperation,undertheguidanceofcommongoalsofsci-techresearchanddevelopment."Takingtheformofteamsmanagement,thetypicalfeaturesofsci-techinnovationteamscanbesummarizedas(1)researchorientationwithdistinctivefeatures,definiteresearchgoalsandgoodsocialreputation;(2)complementaryadvantagesbetweenmembers;(3)mutualrespectandtrustsothatacademicdemocracyandexcellentacademicethicscanbesufficientlyupheld;(4)teamleadershaveexcellentstrategicvisionandcoordinationcapabilities,servingasthemodelforteammemberstofacilitateharmoniousandorderlyoperationofthewholeteams;and(5)capableofproducinginnovationachievementsonsustainablebasis,sinChinaIntheprocessofestablishingsci-techinnovationteamsbysomedomesticauthoritativeagencies,identificationstandardsprimarilyfocusonacademicstatusofteamleaders,innovationofresearchdirectionandinnovativeachievements(Table1).Meanwhile,severalspecialrequirementsareputforwardaccordingtothefeaturesofindividualteamsonthebasis,theNationalNaturalScienceFoundationofChinahasoutlinedspecificrequirementsforeducationalbackgroundsandprofessionaltitlesofteammembers,whiletheMinistryofEducationandtheChineseAcademyofScienceshavemappedbydomesticscientificresearchmanagementorgansandagenciesofvarioustypescanbesummarizedastwocategories,firstly,achievement-basedstandardsforidentification,vationteams,mainlyincludingacademicpapersandworks,patentsofinventions,significantsci-techprojectsparticipatedinandawardsofvarioustypes(includingadmissiontotalentsupportprogram);secondly,circumstantialstandardsforidentification,,researchplatformsandknowledgestorageofsci-techinnovationteams,mainlyincludingtalentstructureandknowledgestructureofteams,scientificresearchinfrastructureandexperimentalcapabilitiesandresearchfees(fairlyprevalentinsomegrass-rootssci-techteams).,fromtheperspectiveofprocessofsci-techinnovationactivities,theabovetwostaticidentificationstandardscannotmeett,someinstitutionsofhigherlearningandscientificresearchagenciesoftenorganizeirrelevantresearchpersonnellackingcooperationbasistoformtemporarysci-techinnovationteamstoapplyforfundsnecessaryforstaticindicators,causi,intheprocessofpre-selectionofexcellentsci-techinnovationteams,dynamicfactorsshallalsobeconsideredinadditiontoinspectionofsuchstaticindicatorsasexistinginnovativecapabilitiesandbasisofsci-techteams,ourDomesticAuthoritativeAgencies、DVORHanJunResearchReportNo42,RuralmigrantworkersareaspecialconceptduringthetransformationofChinaseconomicsociety,referringtothosewhohaveruralresidencerdtertiaryindustriesincountiesandthetrans-regionalmigrantworkers,whereasruralmigrantworke,plusrurallaborersworkingatthelocaltownshipenterprises,economiesandacceleratingindustrializationandurbanization.contradictionsbetweensupplyanddemandhavebecomemoreandmoreconspicuous  Intermsoftotalnumber,atpresent,,among490millionrurallaborers,,agriculturecallsforabout180millionperenniallaborers,thus,thereareover100millionsurpluslaborersinruralareaswhoaremainlymiddle-a,,thestructuralco%during1985~%%,supplyofskilledtechnicalworkersonChina’,ashortageofgenerallabo,suchashortageevenbecamemoreserious,particularlyinthePearlRiverDeltaarea,thesoutheasternpartofFujianProvinceandthesoutheasternpartofZhejiangP,thetaskforceundertheDevelopmentResearchCenteroftheS,municipalitiesandregions,20citiesattheprefecturallevel,57citiesatthecountylevel,166townshipsand2,%ofthevillagesthoughtthatalmostallhealthyandcapableadultlaborerswereoutforwork,%,76%%respectivelyinChina’seastern,%seastern,centralandwesternregions,%,beingthelowest,%,thesecondlowest,%,a,butthrough20-oddyears’incessantlaborshifting,pectiveofanaggregatenumber,instead,weshould"supplyexceedingdemand"to"asurplusyetinadequatesupply"."Surplus"meansthesupplystillexceedsdemandwhenthetotalnumberoflaborersismeasuredbytheworkingtime;whereas"inadequate"meansthesupplyofyounkersandthereturnofruralmigrantworkerstotheirhometownsisobviouslyacceleratingAtendencyshowsthatflowsofrurallaborersareontheincreaseinChinaandtha,orkersAffairsoftheStateCouncilandthetaskforceofResearchDepartmentofRuralEconomyoftheStateCouncilinover100demonstrationcountiesforlabortransferacrossChina,from2000to2006,thenumberofruralmigrantworkersleavingtheircountiesforjobsincreasedby7%annuallyandtheratioofrurallaborersw%.Thenumbe%%nregionstootherprovincesforemploymentsurpassedthenumberofpeoplebeingemployedlocally.Aslabor-intensiveindustriesineconomicallydevelopedcoastalareashavequickenedtheirshifttowardcentralandwesternregions,andasconditionsfordevelopmentincentralandwesternregionshaveimproved,moreandmoreruralmigrantworkersarereturningtotheirhometownsfor100laborservicedemonstrationcounties,thefarmerswhoreturnedtotheirhometownsin2006accountedfor23%oftotalruralmigrantworkersandmadeup10%toffbyrural%ofdedjobopportunitiesto38peopleonaverageandthenumberoftheenterprisersandpeopleemployedbythemaccountedfor18%,wehavepreliminarilyfiguredoutthatthenumberofruralmigrantworkerswhoreturnedtostarttheirownbusinessestotaledabout8million,osewhoreturnhomeandfarmoreruralmigrantworkerschoosetomigratetootherplacesforsurvivalthanthosewhofindjobslocally,anewpatternofruralmigrantworkersemployedinurbanareasorseekingjobsorstartingbusinessesintheirhometownsisbeginningtotakeshape.LinZeyanLiuLihuiStandardsforidentifyingsci-techinnovationteamsareasigionofidentification,selection,sponsoring,nofsci-techinnovationactivitiesandasignificantmeasureformanagingsci-techinnovation,itisnotonlyrelatedtotheevaluationofindividualsci-techinnovationteams,butisalsoconnectedwiththeconstructionofsci-,inlinewiththetrendofsci-techdevelopment,teamswork-basedscientificinnovationhasbecomethemainstreamofsci-techresearchin,theevaluation,identificationandcultivationofsci-techinnovationteams,,explorationoffeatures,managementmechanismanvationtoteamsinnovation,formulatecriteriaforidentifyingsci-techinnovationteamsthroughpositivestudy,andputforwardpoliciesandrecommendationswithrespecttoidentification,establishment,sSci-techinnovationteamscanbedefinedas"asci-techresearchgroupconsistingofteamsleadersandacertainnumberofsci-techpersonnel,inwhichallmembersmakecreativeachievementswithindependentintellectualrightsthroughlabordivisionandcooperation,undertheguidanceofcommongoalsofsci-techresearchanddevelopment."Takingtheformofteamsmanagement,thetypicalfeaturesofsci-techinnovationteamscanbesummarizedas(1)researchorientationwithdistinctivefeatures,definiteresearchgoalsandgoodsocialreputation;(2)complementaryadvantagesbetweenmembers;(3)mutualrespectandtrustsothatacademicdemocracyandexcellentacademicethicscanbesufficientlyupheld;(4)teamleadershaveexcellentstrategicvisionandcoordinationcapabilities,servingasthemodelforteammemberstofacilitateharmoniousandorderlyoperationofthewholeteams;and(5)capableofproducinginnovationachievementsonsustainablebasis,sinChinaIntheprocessofestablishingsci-techinnovationteamsbysomedomesticauthoritativeagencies,identificationstandardsprimarilyfocusonacademicstatusofteamleaders,innovationofresearchdirectionandinnovativeachievements(Table1).Meanwhile,severalspecialrequirementsareputforwardaccordingtothefeaturesofindividualteamsonthebasis,theNationalNaturalScienceFoundationofChinahasoutlinedspecificrequirementsforeducationalbackgroundsandprofessionaltitlesofteammembers,whiletheMinistryofEducationandtheChineseAcademyofScienceshavemappedbydomesticscientificresearchmanagementorgansandagenciesofvarioustypescanbesummarizedastwocategories,firstly,achievement-basedstandardsforidentification,vationteams,mainlyincludingacademicpapersandworks,patentsofinventions,significantsci-techprojectsparticipatedinandawardsofvarioustypes(includingadmissiontotalentsupportprogram);secondly,circumstantialstandardsforidentification,,researchplatformsandknowledgestorageofsci-techinnovationteams,mainlyincludingtalentstructureandknowledgestructureofteams,scientificresearchinfrastructureandexperimentalcapabilitiesandresearchfees(fairlyprevalentinsomegrass-rootssci-techteams).,fromtheperspectiveofprocessofsci-techinnovationactivities,theabovetwostaticidentificationstandardscannotmeett,someinstitutionsofhigherlearningandscientificresearchagenciesoftenorganizeirrelevantresearchpersonnellackingcooperationbasistoformtemporarysci-techinnovationteamstoapplyforfundsnecessaryforstaticindicators,causi,intheprocessofpre-selectionofexcellentsci-techinnovationteams,dynamicfactorsshallalsobeconsideredinadditiontoinspectionofsuchstaticindicatorsasexistinginnovativecapabilitiesandbasisofsci-techteams,ourDomesticAuthoritativeAgenciesByHanJun,Director-GeneraloftheResearchDepartmentofRuralEconomy,uldBeaUniversalGuidancefortheWholeCountryBuildinganewsocialistcountrysideisamajorstrategicdecisionmadebythecentralgovernmentinlightoftheoverallconsiderationtoharmonizenditions,theirbasiccon,differentregionsshoulingagriculture,ruralareasandfarmers,andshouldstriveforgreaterprogressinraisingthelevelofagriculturalmodernization,improvingthelivingenvironmentofthevillages,improvinginfrastructureandpubl,ionsnotedforweakindustrialbasisandlotsofurbanproblems,,theoverallleveloftheirruraldevelopmentisfarlowerthanthatinthedevelopedregionsalongtheseacoastandthe,thecentralandwesternunderdevelopedregionsshouldtakethebuildingofanewcountrysideasaworkpriorityoftheirPartycommitteesandgovernmentsatvariouslevelsinac,farmersintheunderdevelopedregionsarestillnotrich,whenpushforwardthebuildingofanewcountryside,localgovernmentsshouldstrictlyobservetherelevantstatepoliciesonpreventingfromincreasingthefarmers’burdens,preventi,theyshouldplaceemphasisonthemostelementaryissuessuchasimprovingthebasiclivingconditionsofthefarmers,diversifyingthechannelstoincreasetheincomeofthefarmers,,pushingforwardthebuildingof,thestatewillgivenecessarysupporconstesConcerningAgriculture,RuralAreasandFarmersorBecomeaCompletelyNewEndeavorDuringtheEleventhFive-YearPlanperiod,Chinamademajorbreakthroughsinimprovingitspoliciesconcerningagriculture,,theimportanceoftheissuesconcerningagriculture,ruralareasandfarmerstotheoverallmodernizationdrivewasclearlydefined,citingapropersolutionoftheissuesconcerningagriculture,ruralarea,majorpolicieswereclearlydefinedforapropersolutionoftheissuesconcerningagriculture,ingagriculture,,thePartyputforwardanimportant"two-trends"notion,whichclearlychartedtheguidingprinciplesfromtheoverallandstrategicperspectivesforsolvingtheissuesconcerningagriculture,ruralareasandfarmersinthenewperiodandsetthebasictuneforChinatoformamechanisminthenewsituation,thro,aseriesofpolicieswereformulatedtopromotegrainproduction,easethefarmers’burden,promotemigrationofsurplusrurallaborandincreasethefarmers’earPlanindicatedthatunderthecorrectguidanceofthestate’smacropolicies,,,farmers’incomecontinuedtorise,,,SessionoftheSixteenthCPCCentralCommitteeisacontinuationoftheguidingprinciplesofsolvingthedualisticstructuralcontradictionbetweentheurbanandruralareasandemphasizingabalancedurban-ruraldevelopmentfor,buildinganewcountrysideshouldnotbedivorcedfromtheexistingpoliciesdesignedtosolvetheissuesconcerningagriculture,,,itisnecessarytoearnestlyimplementtheParty’spoliciesoncountryside,stabilizeandconstantlyimprovethebasicoperatingsystemsintheruralareas,givetopprioritytothedevelopmentofruralproductivity,intensifysupporttoagricultureandtheruralareresentsahigherandclearerdemandforsolvingtheissuesconcerningagriculture,ruralareasandfarmersandalsoanewdevelopmentopportunityforagricultureandfarmers.。
